On April 21, LIU Zhongmin, Professor of the Medical School of Tongji University and honorary president of the Oriental Hospital affiliated to Tongji University, received a letter from Professor B.V. Gusev, President of the Russian Academy of Engineering (RAE). He congratulated LIU on his election as a foreign member of the Russian Academy of Engineering and hoped that he would make more contributions to innovation and technological cooperation to promote the sustainable development of China and Russia relation in the future.

Professor LIU has over 30 years of clinical diagnosis and treatment experience in acute, critical and difficult complex heart diseases, and is experienced in artificial heart and cardiopulmonary transplantation in the treatment of end-stage heart failure. He headed the project of Zhangjiang National Stem Cell Industry Base and National Stem Cell Transformation Resource Bank, led the construction of Shanghai Stem Cell Transformation Research Institute, and was responsible for building a platform that integrated basic research, clinical research and industrialization of stem cells in China. He developed a disaster medicine theory in China and a disaster medical rescue system for urban emergency management by drawing expertise from his hands-on experience with major disaster rescue such as Wenchuan Earthquake in Sichuan Province in 2008. He won the second prize of National Science and Technology Progress Award, the first prize of Shanghai Teaching Achievement Award and the Science and Technology Progress Award of Ho Leung Ho Lee Foundation.
As president of the Oriental Hospital affiliated to Tongji University that implemented the disaster medicine cooperation between the National Health Commission of China and the Ministry of Health of the Russian Federation, he explored effective means of cooperation in disaster medicine in the countries along the Belt and Road, and jointly led the establishment of a disaster medicine rescue alliance with Russia, and strengthened the cooperation in disaster medicine in the countries along the Belt and Road. Through cooperation with the Russian Academy of engineering, he helped build collaboration with Russia in science and technology of common interest, assisted both sides with cooperation plans and projects in disaster medicine, and promoted the exchange of experience and research results.
